It's about balancing the narrative. If Sasuke kept his God-tier powers, Boruto and friends would never get a chance to show their stuff!
As someone who's watched the series from the start, I think they nerfed Sasuke to give Boruto a fair challenge. Otherwise, every problem would just be solved with a flick of Sasuke's wrist!
