Steam's not down, your internet is just being a potato. Seriously though, it could be a local issue. Try restarting your router or check if other sites are working fine.

I've seen Steam go down during huge sales or when a highly anticipated game drops. Too many of us trying to get the same game at once, I guess! It usually doesn't last long, thankfully.

Actually, Steam handles downtime pretty well. Most of the time, if Steam is down, it's for scheduled maintenance. They're pretty good at keeping those to a minimum and during off-peak hours. So, if it's down, it's likely for a good reason and won't last long.
