Street Fighter V's initial development targeted home consoles and PC rather than arcade setups, making it less likely to appear in traditional Japanese arcades.
Capcom decided to prioritize online updates and DLC for home versions over creating a stable arcade version.
I've been to a couple of arcades in Japan, and trust me, they don't have SFV because it's easier to manage patches and updates for consoles and PCs.
Honestly, they just wanted to push their home console market more. Arcade business isn't as lucrative as it used to be.
