Bill was basically the OG of draw power in the Pokemon TCG. This card let you draw two cards with absolutely zero cost or drawbacks. In a game where card advantage can seriously tilt the odds in your favor, having an easy and free way to replenish your hand was insanely powerful. That's why so many decks included Bill; it was a no-brainer for boosting your strategies without any downside.

Honestly, Bill wasn't overpowered. It's all about how you build and play your deck. Sure, drawing two cards for free is nice, but it's not like it was game-breaking. There are plenty of strategies to counteract it.
