I heard it's due to licensing issues. Sometimes they just can't get the rights sorted in time.

I read in a forum that the dubbing team had some scheduling conflicts. Sometimes life just gets in the way!

Episode 29, also known as 'Tokyo Ghoul:re' episode 17, wasn't dubbed because the English dub production faced delays. Sometimes these things just take extra time!
