MK9, or Mortal Kombat 9, was removed from Steam due to the expiration of Warner Bros. Interactive Entertainment's license for the game's use of certain characters. When these licenses expire and aren't renewed, the game can no longer be legally sold or distributed, leading Steam to remove it from their platform.

Actually, I think it's because they're making room for new titles. Games come and go, MK9 had its time.

It's all about the licensing issues, folks. Once those contracts for characters or music in a game expire and aren't renewed, the game has to say goodbye to the store. MK9 just fell victim to the harsh reality of business dealings in the gaming world.

Licensing issues. Happens all the time in the digital world. A game's gotta have its papers in order, or it's shown the door.
