You might need to wait for the next Team Go Rocket event. Sometimes, Giovanni only appears during special events.

Check your journal for any missed quests or tasks that might be blocking his spawn. Clear them up and he’ll likely emerge soon.

Giovanni won't appear unless you have completed the 'Looming in the Shadows' special research tasks. Finish those, and he'll show up for a battle!
