Sounds like a classic case of compatibility issues. GTA San Andreas is an older game, and sometimes older games throw a fit on newer operating systems. Try running the game in compatibility mode for Windows XP or Windows 7. Right-click the game icon, go to Properties -> Compatibility tab, and select the OS from the dropdown menu. Also, don't forget to run it as an administrator!

Another thing to check is if you've got the latest DirectX installed on your Windows 8. Older games like GTA San Andreas rely heavily on specific versions of DirectX, so having the latest version can sometimes resolve these issues.
