Not all music is available in every country. Licensing restrictions can limit available tracks based on your location.
This happened to me too! Try updating your app to the latest version or reinstalling it. Sometimes that fixes the issue.
Honestly, it could just be a glitch. Instagram has them sometimes. Restart your phone and try again.
