Sometimes the Microsoft Store on Xbox One doesn't open because of a simple glitch. Try restarting your console by holding the power button for 10 seconds until it shuts off, then turn it back on.

Honestly, it could be a bug. I've had success reinstalling the Microsoft Store app itself. Simply go to My Games & Apps, locate it, and reinstall.
