Why won't my controller work for GTA San Andreas on PC?

GTA San Andreas is old school, it might not like your fancy new controller. Stick to keyboard and mouse, it's how the classics were meant to be played.
Just plug in an Xbox controller, works like a charm for most PC games, including GTA San Andreas.
Did you check if the controller is actually working? Try it on another game or use the Windows Game Controller Settings to test it out. Sometimes, it's not a game issue but the controller having a mini existential crisis.
