Make sure you're using the right Rockstar Games account linked to your GTA gameplay. Sometimes, players have multiple accounts and might not remember which one has their GTA progress. Had the same prob last month. Turned out I never verified my email with Rockstar. Do that, might fix it.
Honestly, might just be a server issue on Rockstar's end. These things tend to resolve themselves if you give it a bit of time and try again later.
