Make sure your app is up to date. Sometimes the game just needs a little TLC in the form of an update.
Could be a server issue on Niantic's end. They have their off days too. Check social media for any announcements.
Try clearing the app's cache and data. It can remove any pesky bugs. Worked for me when my app was acting up!
Uninstall and reinstall the app. Yeah, it's a pain, but sometimes that's what it takes.
