Try moving your PS4 closer to your phone and make sure there aren't too many devices connected to the hotspot. You can also try changing the Wi-Fi band on your phone from 5GHz to 2.4GHz since some PS4 models might have trouble with 5GHz.

Make sure your hotspot is working and your data plan is up to date. Sometimes, your phone's hotspot settings might need a quick restart or a toggle off and on. Also, check for any software updates on your PS4 and your phone!
