Why won't my Steam Cloud sync?
Firewall or antivirus might be blocking Steam. Try adding Steam to the exception list of your firewall/antivirus. Worked for me when I had similar issues.

Just restart Steam. Works 9 times out of 10.
There's a few reasons your Steam Cloud might not be syncing. First, check if Steam Cloud is enabled for the game in question - not all games support it. Then, make sure you're online and your internet connection is stable. Sometimes, simply restarting Steam or your computer can fix sync issues. Also, check for any Steam updates; an outdated client might have trouble syncing.
Steam Cloud can be finicky. Make sure you've got enough storage space in the cloud for your game. If you're at the limit, some games won't sync until you free up space.
