First things first, check the batteries or connect a wired controller to see if that's the issue. Sometimes it's just dead batteries or a loose connection!

I've had my Xbox 360 controller not turn on because the battery contacts inside were dirty. Give 'em a gentle clean with a dry cloth or a bit of rubbing alcohol.
