First off, don't panic! A common fix is to restart your computer - solves a surprising amount of issues right off the bat. If that doesn't work, try running Steam as an administrator. Right-click the Steam icon and select 'Run as administrator'. Sometimes it just needs that extra permission to kick into gear.

Honestly, it's probably just updating in the background. Steam does that. Give it a minute, or like, make a sandwich. By the time you're done, it might just be ready to go.

Could be your antivirus messing with it. Try disabling that temporarily and see if Steam opens. Just don't forget to turn it back on!

Another quick fix is to check if Steam is already running in the background. Open your Task Manager, look for any Steam processes, and end them. Then try launching Steam again. If it's a deeper issue, updating your graphics drivers or reinstalling Steam (without losing your games) might do the trick.
