Verify the integrity of the game files on Steam. Go to your library, right-click Total War: Warhammer, select 'Properties,' and then 'Verify Integrity of Game Files.'
Could be an issue with your antivirus software blocking it. Try disabling it temporarily and see if the game launches.
Had the same issue. Reinstalled the game and it worked perfectly after that. Worth a shot!
Try running the game as an administrator. Right-click the game icon, select 'Run as Administrator,' and see if it works.
