Totally, if your Xbox is set to Instant-On, it'll continue downloading games and updates while appearing off. Easy peasy.

Yep, as long as your Xbox One is in Instant-On mode, it'll keep downloading games even when it's off. Just make sure you have automatic updates enabled!

Nope, if you fully power it down, game downloads will stop. Use Instant-On mode instead!
