No way. Naruto's sage mode, Nine-Tails power, and sheer determination set the bar way too high. Boruto might come close, though.

Having watched all the episodes, I can tell you Boruto definitely shows promise. His training and new abilities could make him surpass Naruto, but he still has a long way to go.
