As much as I'd love to cruise around with Franklin in GTA 6, Rockstar hasn't confirmed any character returns yet. It's all speculation until Rockstar spills the beans. But hey, imagine the missions they could create if they bring him back!

Nope, no official word on Franklin making a comeback in GTA 6. Would be cool, though.

Honestly, I doubt it. GTA games tend to introduce new characters with each installment. So, a Franklin comeback? Unlikely, but never say never in the world of Grand Theft Auto.
