Nope, she's only a spirit and a Mii Fighter costume. Hopefully, they make her a full character someday!

As of now, Shantae is only a Mii Fighter costume in Smash Ultimate, but fingers crossed for the future!

Sadly, no. Shantae isn't a playable character, just a Mii Costume. But hey, she’s in the game at least!
