Technically, Steam's refund policy is pretty clear - games can be refunded within two weeks of purchase if you've played them for less than 2 hours. However, they do sometimes make exceptions on a case-by-case basis. If you've got a legit reason (like the game not working properly on your system), it's worth a shot to politely ask for a refund through their customer support.

From my experience, Steam is usually strict with the 2-hour playtime rule for refunds. But I did get lucky once with a game that just wouldn't run right on my PC, even after 2.5 hours of troubleshooting. I explained my situation, and they actually processed the refund! So, it's not impossible, just not the norm.
