Actually, the rarest is probs the Yami Yami no Mi, wielded by Marshall D. Teach aka Blackbeard. It's not just about being Mythical Zoan; this one's unique cuz it gives the power to control darkness itself. Super rare and super powerful!

Gonna throw out a different opinion here - it's all about perspective. Every Devil Fruit could be 'rarest' based on who's looking. For pirates out on the sea who dream of super strength, maybe a Paramecia or Logia is their 'rarest' find. It's all about what powers you value most.
