Eevee doesn't evolve into Umbreon based on level! You gotta up Eevee's happiness and make sure it levels up during the night. Keep Eevee happy by battling together, giving it berries, or attaching a Soothe Bell. No shortcuts here, just good ol' bonding time!

Friendship is key, not levels. Eevee + High Friendship + Night Time = Umbreon. No leveling shortcuts, sorry!

It's all about that friendship level, not battle levels. Did it myself, just kept Eevee in my party, battled lots, and voila! Turned into Umbreon at night. Patience is crucial.
