Rockruff evolves into Lycanroc at level 25 in Pokemon Scarlet and Violet. But keep this in mind, the form it evolves into depends on the time of day in-game! If it evolves during the day, you get Midday Form Lycanroc. At night, you get Midnight Form Lycanroc. There's also Dusk Form Lycanroc, but that's a bit more complicated to get.

Idk why everyone's so hung up on levels, just enjoy the journey with your Rockruff till it decides it's time to evolve. But yeah, it's 25.

Actually, it's not just about hitting level 25. You gotta pay attention to when it happens. Got mine to evolve into Dusk Form Lycanroc, and it was totally worth the extra effort.
