Sinistea evolves into Polteageist, but not based on level! You'll need a special item called a Chipped Pot or a Cracked Pot to evolve it. Sinistea's form (Phony vs Authentic) will determine which pot you need. So keep an eye out for these items rather than focusing on leveling up.
