You get the Poke Portal almost right after the game starts. Just play through the beginning and you can't miss it.

Ah, the Poke Portal! That's your gateway to all things online in Pokemon Violet. You'll unlock it after you've smashed through the tutorial and essentially once you've got your squad (your starting team of Pokemon). It happens just after you set off on your grand adventure, right around when you reach Los Platos. So, pretty early in the game - just give it a bit of time and play through the initial stages!
