Eevee can evolve into one of its many forms at any level in Pokemon Scarlet, but you've gotta use specific items or meet certain conditions. Like, for a Flareon, you'll need a Fire Stone, or to evolve into Sylveon, Eevee's gotta have a high friendship level with you and know a Fairy-type move. No specific level, just specific needs!

Honestly, evolving Eevee has nothing to do with levels. Just make sure you're using the right method for the evolution you want. I evolved mine into an Umbreon by maxing out our friendship and leveling up at night. Easy peasy.
