Not gonna lie, I tried to evolve Finizen without being online and was stuck. Thought my game was glitched. Turns out, you really need to be connected to the internet for it to evolve. Once I did that and hit level 38, boom, evolved! Definitely a unique twist from Game Freak.

lvl 38 but make sure ur online. no internet, no palafin :/
