Jigglypuff evolves into Wigglytuff when you use a Moon Stone on it! Doesn't matter if it's day or night, just slide that shiny stone over to your round friend, and voila, evolution magic happens!

Honestly, I tried levelling my Jigglypuff to 50 thinking it'd evolve, but nah. It's all about that Moon Stone. Found one, used it, and boom! Wigglytuff city.
