The best time to watch the first One Piece movie is after Episode 18. The movie was released when the anime was at this point, so watching it then won't spoil future storylines, and you'll know enough about the characters to really enjoy it!

Honestly, just watch it whenever. The first One Piece movie is kinda stand-alone, so as long as you know the Straw Hats and what Devil Fruits are, you're good to go. Don't sweat the watch order too much!
Watch it after Episode 18! This matches the release timeline and keeps the vibe consistent. Plus, by then, you're invested enough in the crew to really get a kick out of their first big screen adventure.
