Scizor isn't something you'll stumble upon in the wild in Pokemon Violet or Scarlet. The trick is evolving a Scyther! You need to trade a Scyther while it's holding a Metal Coat. Make sure you've got a friend with the game, or find a trading community online to help you out. Metal Coat can usually be found in locations linked to Steel-type Pokémon or as a drop from certain Pokémon like Magnemite.

Just catch a Scyther and evolve it; no Scizor in the wild. Simple as that.

Actually, Scizor is a trade-evolution only Pokémon. You can't catch it wild. Get a Scyther, slap a Metal Coat on it, and then trade it to watch it evolve into Scizor. If ya don't have friends, plenty of online forums can partner you up for a trade!
