Honestly, it's all about luck. Got mine in West Province (Area Two) after hours of searching. Just be patient and make sure to bring lots of Poké Balls!

Try West Province (Area Two), but don't get your hopes up. Riolu is super rare and kind of overrated IMO. There are cooler Pokémon out there.
