Bruxish is all over the place in South Province Area Six, fam. Just grab your rod and hit the sparkly fishing spots. They're not the rarest catch out there, so you shouldn't have too much trouble.

Had to fish for ages, but finally got Bruxish near Port Marinada. Try there if South Province isn't giving you any luck. Different spots sometimes have different odds, or maybe it was just my luck!
