Just head into the city, and you'll find a man standing near a fountain. Chat him up, and if you've made some progress in your Friendship Checker app (by showing him a Pokémon with at least two hearts of friendship), he'll reward you with the Soothe Bell. Soothe Bell? Easy. Cascarrafa, by the fountain. Talk to the guy there, and bam, you've got it. Make sure your Pokémon likes you enough, though!

I dunno, felt like the Soothe Bell was easier to get in previous games. Sure, it's in Cascarrafa, but the friendship requirement threw me off a bit. Still, worth the effort for evolving those high friendship Pokémon!
