I found Calm Mind by accident while exploring near Cascarrafa. Trust me, just wander around the cliffs and you’ll stumble upon it eventually. Exploring pays off big time in this game!

Actually, you don't 'get' Calm Mind in Pokémon Violet. You craft it! After reaching Cascarrafa, you'll unlock the ability to craft TMs at any Pokémon Center using materials you collect from defeating or catching wild Pokémon. For Calm Mind, you'll need the right materials, so start collecting!
