Dragon Scale in Pokemon Scarlet can be a tricky little item to find, but fear not, fellow trainer! Head on over to the area around Casseroya Lake, especially near the water. You can also get them by battling and catching Dratini, which sometimes hold Dragon Scales. Not the easiest find, but hey, that's what makes it an adventure!

Honestly, don't stress too much about the Dragon Scale. Focus on leveling and enjoying the game; you'll stumble upon it when you least expect it. I found mine completely by accident while surfing around Casseroya Lake.
