Check your firewall, seriously. Had the same issue last month and it drove me nuts until I realized my antivirus decided to start blocking CS:GO out of the blue. ISP's at fault. When my friends and I get connection issues at the same time, it's often our ISP throttling game servers. A VPN might help, but it's kinda like putting a band-aid on a leaky pipe.
