Why do my CS:GO settings keep resetting?

This happens! One common culprit is your config.cfg file being set to read-only. Right-click it, go to properties, and make sure 'Read-only' isn't checked. Also, always exit CS:GO properly through the menu. Sometimes, force-closing the game doesn't give it a chance to save your settings.
