Firewall or antivirus might be the culprit. Sometimes they see CS:GO's connection attempts as suspicious and block them. Try adding CS:GO and Steam as exceptions to your firewall and antivirus settings. Worked for me when I had similar issues!

Servers down, maybe? Sometimes it ain't on your end. Check online for any server status updates for CS:GO.
