Okay, so if your console's not popping up in CS:GO, you might've skipped enabling it. You gotta go to the game settings and look for something like 'Enable Developer Console’ and make sure it's set to 'Yes'. Once that's done, hitting the tilde key (~), usually right below your escape key, should bring it up. If it's still being stubborn, check your keyboard bindings in the settings; sometimes the key to open the console can get changed or unset.
