No, you can't cancel a completed payment. You'll have to contact the recipient for a refund.
You can cancel a payment on PayPal only if it's still pending. Once it's completed, you need to request a refund from the recipient.
From personal experience, I canceled a payment that was pending by clicking on 'Cancel' next to the transaction in my activity list. Easy peasy!
