Yes, you can totally marry in Stardew Valley multiplayer! You just gotta do the whole dance: Get them to like you, give them a bouquet, and if you're feeling it, slap on that Mermaid's Pendant. You can marry other players or even some of the NPCs. Either way, your farm's gonna be bustling.
