Nope, having low FPS only makes YOUR game lag, not your opponent's! It'll feel like you're fighting in slow-mo while they move like normal.
From my experience, low fps only means you'll have a tougher time landing those combos and dodging hits. Your opponent won't even notice.
Low FPS just ruins your game experience, not your opponent's. They'll still be kicking your butt in real time.
