Just did this last week! Head to your Settings, scroll down to 'Account Options,' and hit 'Close your account.' Confirm and you're done.
Click the gear icon at the top right of the PayPal homepage, select 'Close your account' under Account Options, and follow the steps!
Honestly, I just clicked on Settings, found 'Close your account' at the bottom, and followed the instructions. Super straightforward.
