I tried adding PayPal to Apple Pay, but no dice! Maybe check back in the future for updates.
If you're looking to use PayPal for Apple purchases, try adding your PayPal account to your Apple ID for app and music purchases. It's a workaround, but at least you'll get to use PayPal!
