If the transfer is still pending, go to your Activity page, find the transaction, and click 'Cancel'. If the status says 'Completed', you won’t be able to cancel it.

Canceled a transfer on PayPal once! Total lifesaver. Just head to Activity, locate the transfer, and hit 'Cancel' if it's not completed.
If it's a pending transfer, find it under Activity and cancel it. No cancel option means it's completed; you can't cancel it anymore.
You can't cancel a completed transfer. Your best bet is to ask the recipient for a refund.
