From someone who's done it: Log in, hit the gear icon for 'Settings', then 'Security', and finally, 'Change password'. Verify your details, enter a new password, and voila!

Easy peasy! Log in to your PayPal account, go to 'Settings' (the gear icon), select the 'Security' tab, and click 'Change Password'. Follow the prompts and you're golden!
