Head to your PayPal settings, find the Security section, and activate 2FA. Then you can use Authy to scan the QR code.
You can't get an 'Authy' from PayPal. Just use Authy app for setting up 2FA!
I've set up 2FA on my PayPal with Authy. Works like a charm! Go to Security settings and follow the prompts to link Authy.
